Reflecting on Progress, Strengthening Action: PASS Project Annual Reflection Meeting 2026
On 24 June 2026, the Cambodia Women’s Crisis Center (CWCC) organised the 2025–2026 PASS Project Annual Reflection Meeting in Svay Leu District, Siem Reap Province.
The meeting brought together 50 participants (28 Females) , including gender-based violence (GBV) Working Group, local authorities, and representatives from women and youth’s groups. Together, participants reviewed achievements, share lessons learned, discussed challenges, and identified priority plans for the coming year.
The reflection meeting successfully strengthened collaboration among service providers and community stakeholders. Ultimately, these efforts ensure a more sustainable, coordinated, high-quality and well-coordinated response to reducing violence against women and girls.
With CWCC as an implementing partner, the Australian Government, continues to support efforts to improve access to essential services for women and girls through the Promoting Access to Sustainable Services (PASS) Project. Strengthening Community Action to Prevent and Respond to Gender-Based Violence in Kampong Speu and Siem Reap. In June 2026, Cambodia Women’s Crisis Center (CWCC) organised 8 quarterly meetings with Women and Youth Support Groups in Samakki Meanchey District, Kampong Speu Province and Svay Leu District, Siem Reap Province.
A total of 101 participants, including 82 women, took part in reviewing achievements from community awareness-raising activities, discussing challenges and case reporting, and planning activities for the next quarter. These meetings helped strengthened coordination, promote information sharing, and support ongoing community efforts to prevent and respond to gender-based violence (GBV). The meeting was conducted under the Promoting Access to Sustainable Services (PASS) Project, implemented by CWCC with support from the Australian Government. Through this project women and girl survivors of GBV, including those with disabilities are empowered and supported to claim their rights and access inclusive, quality essential services.

The meeting brought together 60 participants, including gender-based violence (GBV) Working Group, local authorities, and representatives from women and youth’s groups. Together, participants reviewed achievements, share lessons learned, discussed challenges, and identified priority plans for the coming year. The reflection meeting successfully strengthened collaboration among service providers and community stakeholders. Ultimately, these efforts ensure a more sustainable, coordinated, high-quality and well-coordinated response to reducing violence against women and girls. From 22-23 April 2025, a significant training session on “Gender Equality, Disability Inclusion and Intersectionality” was held at the Bonteay Khmer secondary school, Cherng Ras Commune, Samki Muni Chey District in Kampong Speu Province. This initiative was organized by the Cambodian Women’s Crisis Center (CWCC) in collaboration with the Kampong Speu Provincial Department of Women’s Affairs and the Samki Muni Chey District Administration. The event was made possible through the financial support of the Australia-Cambodia Cooperation for Equitable Sustainable Services – Phase 2 (ACCESS 2) program.
The training aimed to refresh the content and knowledge of previously training and sharing new experiences strengthen the capacity of local officials, service providers, and multi-disciplinary working group members responsible for addressing Gender-Based Violence (GBV), particularly in supporting women and girls, including those with disabilities. The goal is to ensure they receive sustainable and equitable services.
The session was presided over by Ms. Huo Chanthoeun, Deputy District Governor and Chair of the GBV Working Group, trainers from the Provincial Department of Women’s Affairs, Ms. Phun Phin, Deputy of the Provincial Department of Women’s Affairs, Ms. Phan Sotheavan, Deputy of the Legal Protection Office of the Provincial Department of Women’s Affairs, and members of the multi-sectoral response team to Gender-Based Violence of Samki Monichey District, a total of 29 people (27 women). Siem Reap Province: March 7th, 2025, with financial support from the Australia-Cambodia Cooperation for Equitable Sustainable Services – Phase 2 (ACCESS 2) program, the Cambodian Women’s Crisis Center (CWCC) collaborated with the Svay Leu District Administration in Siem Reap Province to organize a campaign commemorating the 114th anniversary of International Women’s Day, March 8th, 2025. The event was held under the theme “For all Women and Girls: Rights, Equality, Empowerment.”, aiming to raise awareness about the importance of securing and implementing rights, promoting gender equality, and strengthening the empowerment of all women and girls in Cambodia.
The event took place at the Svay Leu District Hall in Siem Reap Province, presided over by Mr. Hun Huon, President of the District Council, and Ms. Sum Sopheap, Deputy District Governor. The program also saw participation from various stakeholders, including Mr. Noey Sonam, Head of the Legal Protection Office at the Siem Reap Provincial Department of Women’s Affairs, Mr. Em Phally, Provincial Coordinator of CWCC in Siem Reap, Representatives from the District Police, Royal Gendarmerie, Administrative Posts, Health Centers, and Communes, A representative of persons with disabilities, Teachers, students, and local citizens. A total of 245 participants (175 women and 70 men), including one person with a disability, attended the event.
During the occasion, Mr. Hun Huon, President of the Svay Leu District Council, emphasized:
“Our country has moved beyond the genocidal regime of the Khmer Rouge and now enjoys freedom and the exercise of rights. We are promoting gender equality and empowering all women and girls to free them from forms of rights violations or gender-based violence. These efforts require the participation and collaboration of all relevant stakeholders, including government agencies, development organizations, and civil society, to accelerate the implementation of various measures and achieve national policy goals in line with the United Nations’ Beijing Declaration.” #CWCC #ACCESS2 #WG-GBV #GBV #IWD

Siem Reap Province: From 4-5 March 2025, a significant training session on “Guidelines for Legal Protection of Women and Children’s Rights in Cambodia” was held at the Svay Leu District Hall in Siem Reap Province. This initiative was organized by the Cambodian Women’s Crisis Center (CWCC) in collaboration with the Siem Reap Provincial Department of Women’s Affairs and the Svay Leu District Administration. The event was made possible through the financial support of the Australia-Cambodia Cooperation for Equitable Sustainable Services Phase 2 (ACCESS 2) program.
The training aimed to strengthen the capacity of local officials, service providers, and multi-disciplinary working group members responsible for addressing Gender-Based Violence (GBV), particularly in supporting women and girls, including those with disabilities. The session was presided over by Ms. Sum Sopheap, Deputy District Governor and Chair of the GBV Working Group, alongside Ms. Mai Pov, District CCWC Representative and Honorary Chair. Attendees included representatives from the District Police, Royal Gendarmerie, Health Centers, Commune Councils, as well as individuals with disabilities and LGBTQ+ representatives. Additionally, trainers from the Provincial Department of Women’s Affairs and CWCC’s legal protection team were present. Kampong Speu Province: From 27-28 February 2025, with financial support from the Australia-Cambodia Cooperation for Equitable Sustainable Services Phase 2 (ACCESS 2) program, the Cambodian Women’s Crisis Center (CWCC) collaborated with the Kampong Speu Provincial Department of Women’s Affairs and the Samaki Monichey District Administration organised a training on “Guidelines for Legal Protection of Women and Children’s Rights in Cambodia” for members of the Working Group on Gender-Based Violence (WG-GBV) in Samaki Monichey District. The training was held at Banteay Khmer Secondary School in Cheung Roas Commune, Samaki Monichey District, Kampong Speu Province.
The training aimed to enhance the capacity of officials responsible for women and children’s affairs, as well as service providers, to support women and girls affected by gender-based violence (GBV). Special attention was given to ensuring that women and girls with disabilities receive sustainable and equitable services.
The event was presided over by Ms. Phun Phin, Deputy Director of the Kampong Speu Provincial Department of Women’s Affairs; Ms. Pan Sotheavann, Head of the Legal Protection Office at the Kampong Speu Provincial Department of Women’s Affairs; and Ms. Chem Sina, Investigation Officer of CWCC in Siem Reap Province.
